Office of AIDS (OA) is a division within the California Department of Public Health, Center for Infectious Diseases. OA works collaboratively with state and federal agencies, local health jurisdictions, universities, and community-based organizations to ensure that efforts to combat the HIV/AIDS epidemic are targeted and effective.
Job Description And Duties
Candidates in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by planning, organizing, and carrying out data quality assessment, data management, data improvement, and report generation of HIV/AIDS laboratory data across California.
The position requires meticulous planning, organization, and execution of data management strategies to ensure the accuracy, completeness, and timeliness of laboratory data within the California state-wide HIV/AIDS surveillance system data the Enhanced HIV/AIDS Reporting System (eHARS). The role requires handling sensitive HIV/AIDS information with the utmost confidentiality, adhering strictly to CDPH and Centers for Disease Control and Prevention (CDC) security protocols. Effective communication and collaborative partnerships are crucial, requiring ongoing engagement with the Office of AIDS (OA), clinical and public health laboratory professionals, local health jurisdictions throughout California, CDC counterparts, and other stakeholders involved in HIV/AIDS surveillance.
Key responsibilities include facilitating the integration of laboratory reports into eHARS through electronic lab reporting (ELR), by collaborating closely with electronic health record (EHR) vendors. The incumbent serves as a technical consultant to improve quality standards for ELR data in terms of accuracy, standardization, completeness, and timeliness. This entails planning, developing, and managing databases, analyzing data, and producing high-quality reports for strategic review.
The candidate works under the general supervision of the Research Scientist Supervisor I (Epidemiology/Biostatistics), Section Chief of the Data Management Unit in the Surveillance Section.
The duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
